High Strength Alloys

HY stands for High Yield, and the number after it is the minimum yield strength in ksi.  While HY steel does have high yield strength, what makes it so special, is it's amazingly high impact strength in combination with the high yield strength.  That gives it the edge above a heat treated 4340 with the same yield strength.
